根据《联合国气候变化框架公约》规定的国家自主贡献（“ NDC”），乌兹别克斯坦政府（“ GOU”）致力于实现在国家能源平衡中提高能源效率和增加可再生能源份额的总体目标。
为了满足电力需求并实现NDC目标，GOU正在实施一项战略，到2030年部署高达3 GW的风电容量。作为该计划的一部分，GOU启动了一项发展风电的计划，这些项目得到了欧洲复兴开发银行（EBRD）在公私伙伴关系（PPP）模式下容量高达1GW的支持。
通过当前的招标程序，选择一家独立的发电商，GOU希望推进该计划的第一个项目，即位于乌兹别克斯坦共和国的Karakalpakstan Qorao'zak区的一个地点的100兆瓦风力发电厂和相关的送出基础设施（“项目”）。GOU计划开发总风电容量为300兆瓦的更广阔区域，随后的竞争性招标旨在采购剩余的200兆瓦。
为了吸引和选择该项目的合格私人开发商-投资者（“私人合作伙伴”），将实施一个分为两个阶段投标过程的初始的意向书（EOI），伴随资审要求（RFQ）过程和投标书（RFP）过程。
招标过程由能源部（MOE），投资和对外贸易部（MIFT）和财政部下属的公私合营伙伴发展局（PPPDA）实施，并得到欧洲复兴开发银行的支持。
在通过EOI请求在MOE官方网页上公开发布有关该项目的招标委员会后，招标委员会收到了70份EOI成功提交文件，并于2020年5月20日在MOE官方网页上发布了此清单。（后附名单）
